My own view might be: "Open new tabs on top"

I would have interpreted this as the new tab taking the focus. Whether referring to the focus would work I am not sure; it depends upon how well users understand windowing and Z-order.

Unfortunately, people interpret on the basis of their culture; their education and their experience so different people will respond best to different phrases. This is why it will not be easy to find a brief phrase that will be understood by everyone.
