I have no recollection of having seen this before, but today I am troubled by having near-invisible scrollbars in Seamonkey 2.5 (Win/XP). Neutral, they are a very pale blue; hovered over, almost white; and only when clicked on do they really become visible. I use no themes or similar eye-candy, far preferring function over form. Is there any setting within Seamonkey that will allow me to set the scroll bars to dark blue, and to cause them to remain that colour no matter whether passive, over-hovered, clicked or dragged ?
