What's the recommended way for requesting a bug to be reopened?

I have noticed for a while that Seamonkey will sometimes load the wrong
site icon. This happens a lot on Wikia, for instance -- instead of
loading the specific wiki's icon, it will load the generic Wikia "W" icon.

Further tests verified that:
- This will only happen when the "Aggressively look for website icons"
(that is, the browser.chrome.favicons pref) is active.
- This means that, despite having a valid icon loaded by the "link"
element, Seamonkey still will look for a favicon.ico file in the
server's root -- and override the "link" icon with favicon.ico
- This does NOT happen in Firefox, even with browser.chrome.favicons set
to "true", so it's a Seamonkey-specific issue.

Looking through Bugzilla, I found bug 116801 (
https://bugzilla.mozilla.org/show_bug.cgi?id=116801 ), titled "Mozilla
looks for favicon even if <link> exists." It's an old bug from the
Mozilla Application Suite days, but it seems to describe exactly the
behavior I noticed, and the comments point out other good reasons
(besides user's annoyance) for fixing this.

Yet this bug was closed rather summarily with a "Worksforme" resolution
back in 2008.
