Yes, it's by design. You can install an extension that will revert that change. It is called Old Default Image Style.
1. Go to Tools-->Add-ons_Manager, to open the Add-ons Manager.
2. Select the "Get Add-ons" panel.
3. Search for "Old Default Image Style".
4. It should be the first result. Just click on the [Install] button.
