On the Windows 7 desktop right click on a blank area, and select "Personalize". In the themes window scroll all the way down and select "Windows Classic". This is the OS theme I'm using which may explain why I'm not seeing your problem. I only turn on the default Aero theme when I'm testing a theme patch that depends on it.
