Definitely SFC /SCANNOW, in the absence of system restore.
If this can't solve it, and if there is nothing that you
cannot afford to lose, I would delete all traces of
Seamonkey (including all profiles) and then try
re-installing from scratch.  You may need your master
Windows installing disc for SFC /SCANNOW, and I am
reasonably certain you will have to launch it from
an elevated (Administrator rights) CMD prompt.
