Been running into this problem a few times lately. I need to see
beyond the bottom of the large text box but there is no way to scroll.

Here is a screen shot:

Your page is:
    <http://discoverbristol.com/Web%20Pages%20Folder/Parks.html>

I don't see any text boxes on that page. Where is it supposed to be?
Have you tried without your bookmarks panel open?

It works for me with SeaMonkey, Firefox, and Opera. With a narrow
window, scrolling is available.

The last thing I get on the Bristol page is a sentence ending with "into
the town beach were a youth fitness". I need to see more of this.

See what I see, with SeaMonkey:

Note the scroll bar. Whatever is causing your problem, is peculiar to your
setup. Have you tried starting: Help > Restart with add-ons disabled ?

You didn't answer the question about the "text box". Did you mean the
"block of text" on the page? (A "text box" is a place you type content in
a web form.)

Yes, I meant block of text. And reducing the font size solves my problem.
