Right. It isn't and never was. It's a volunteer-only project that is only loosely backed by Mozilla with some infrastructure resources.
When you do get to the page, SeaMonkey is spelled 'Seamonkey'. Not only do Mozilla dis SeaMonkey by hiding it three obscure pages in, but then they spell it with a lowercase 'm'.
That lowercase "m" on the recently created https://www.mozilla.org/en-US/projects/mozilla-based/ page is a bug and should be reported as such (websites product, mozilla.org component), the site maintainers are surely happy to correct that.
