That is:

1.  On the SeaMonkey menu bar, select [Bookmarks > Manage Bookmarks].

2.  On the Bookmarks Manager menu bar, select [Tools > Import HTML].

By the way, in SeaMonkey they are called "bookmarks" not "favorites".
