Before you upgraded (fresh install?) your Windows, did you make a backup of your SeaMonkey profile on your hard drive? That's where all your mail'n'stuff is (was?) located. The location might depend on what OS version you formerly had, and what options you chose during the initial installation of SeaMonkey.
