Don't know if it's official...but here on my OSX SM, that function has
never worked correctly, since implementation. It loads the page or two
or three BEFORE the last page....or such, I gave up on it a long time
ago and just open History, and find the right page.

I had two closed tabs listed in under "Recently Closed Tabs". I chose
the second, and it came up, correctly.
I then clicked on Help->About SeaMonkey to get the above information,
then close that tab and the other tab that I had just re-opened. I then
selected Go->Recently Closed Tabs and selected the second of the three
now listed, and it worked correctly.
I must emphasis that I am still on SM 2.12, so if this problem came
about with SM 2.13, just ignore me........
