After looking into this, not only is this cookie coming from nowhere, permissions regarding it and cookies for my home page are disappearing. If I clear permissions for my home page and this IP, close, and re-open seamonkey, I get the prompt to allow setting of both. I click block, and "use every time" and I can go into the data manager and see that the block permission is there for both. If I close and re-open again, I get the same prompt again. If I look in the data manager, the permissions for my home page domain and the IP are gone. No matter how many times I click block and use every time, I still get a prompt to set every time I open. Something is either removing the permissions, or there is a bug.

I have 4 seamonkey accounts and this is only happening in one of them. I have the same home page in all of them and I made sure my permissions were the same. This does not happen when I open any of the other accounts. I also can't get this to happen in firefox or ie.
