It works and very well for increasing the width of the scrollbar, but yes - I'd have to agree that it's an OS X system interface determined thing. So I have to wonder what "scrollbarbutton" actually means to Lion and up because there are no buttons...but it works. Under 10.6.8 you get exactly what you want.
Lots of us Mac users (myself included) miss and don't like not having scroll arrows/buttons on our Finder interface. It should at least be a System Pref setting, IMO.
