Edit | Preferences | Advanced | Software Installation

In the bottom half of the pane, under "SeaMonkey," uncheck "Automatically check for updates." If it doesn't check, it won't install anything.

If you want to be warned of new versions without having them installed, you can leave the first box checked but uncheck "Automatically download and install the update." Then you will get a popup dialog nagging you to install the update, and you can respond as you see fit. There are options to install or to nag you later, and IIRC there's also one to quit nagging.
