This one appears to be a problem in both Firefox 17 and Seamonkey 2.14. I saw some discussion of it in the Firefox NG.

There's at least a couple of related posts at Bugzilla. One of them notes that the problem is in developmental releases, all the way out to Firefox 20.

I'm seeing this issue on my Windows machine, but not my Linux machine.

I did some poking in my profile, with both cookies.sqlite and permissions.sqlite. I found that if I deleted/renamed permissions.sqlite, and restarted Seamonkey, the problem goes away, although I'm having to recreate my cookies list. I have enough entries anyway (mostly individual, site-specific denials), that I had considered the possibility of killing most of my permissions, anyway.

Thus, I am having do a bunch of tuning on permissions, but at least the permissions are staying persistent from session to session.
