At least in the Windows downloaded full install even a custom install now only gives you a chance to select the destination folder, not which components get installed. Been this way for a while.

Also, Composer is open-source. And there are a couple of off-shoots from it you might want to investigate.

I use one or the other occasionally for conversions, not for creation. I write all my pages using EditPadPro by hand.
