I chatted about it on the IRC channel and found that I can do
it like this:
Add to global.config file:
lockPref("extensions.autoDisableScopes", 11);
lockPref("extensions.enabledScopes", 4);
lockPref("extensions.shownSelectionUI", true);
Put extensions in "extensions" subdir of the program installation
directory.
Extensions are installed and enabled by default, and are not copied
to user profile.
