SeaMOnkey 2.15 has not yet been released for end users. There have been a number of problems with the implementation of click-to-play. See bug #738698 at <https://bugzilla.mozilla.org/show_bug.cgi?id=738698>. This is a tracking bug for such problems. It is currently dependent on 36 open bugs for specific problems, including #736998 and #785836 (links available at #738698), which are specific to Flash.
