It appears that installing Java 7u10 failed to remove completely Java 7u9. A process of the earlier version remained running in the background, blocking the removal of a .dll file it used. First I used Unlocker to unlock the .dll file so that I could manually delete it, but that failed. I then used Unlocker kill the remnant Java process that was locking the file. SUCCESS!!
