I just downloaded and installed Seamonkey 2.15.1 on Ubuntu 12.04 and it thinks 
it is version 2.13.2.  Very confusing.  Here is my installation procedure:

jeffsilverman@jeffsdesktop:~/Downloads$ sudo tar -xjf 
~/Downloads/seamonkey-2.15.1.tar.bz2 -C /usr/local
jeffsilverman@jeffsdesktop:~/Downloads$ seamonkey --version
Mozilla SeaMonkey 2.15.1
jeffsilverman@jeffsdesktop:~/Downloads$ seamonkey &
[1] 23690
jeffsilverman@jeffsdesktop:~/Downloads$ ls -l /usr/local/seamonkey/seamonkey
-rwxr-xr-x 1 root root 132528 Jan 18 20:03 /usr/local/seamonkey/seamonkey
[1]+  Done                    seamonkey
jeffsilverman@jeffsdesktop:~/Downloads$ /usr/local/seamonkey/seamonkey 
--versionMozilla SeaMonkey 2.15.1
jeffsilverman@jeffsdesktop:~/Downloads$ seamonkey &

jeffsilverman@jeffsdesktop:~/Downloads$ ls -l /usr/bin/seamonkey

/usr/local/seamonkey/seamonkey

However, when I go to the help menu and click on about, I get:
