You can also set it by selecting [Edit > Preferences] on the menu bar
and selecting [Appearance > Content] on the Preferences window. The
checkbox "Zoom only text instead of full page" controls this: checked =
false; not checked = true.
I logically, I think, thought, that Pref meant "text vs text and
pictures/media" not "text vs text and browser chrome" Scroll bars, are
not part of a page, they're part of the browser....poor wording.
