For a web page.  For me, all e-mail is in plain text.

I did save it, just to check that hypothesis.  The results
you see are from the browser's source view of the saved
copy.

I am also offered "File and change character encoding", which
would allow me to select (e.g.,) ISO-8859-1 if it were not
the default.
