My IMAP gmail account is working fine so I doubt they changed anything.
Your friend should verify that his settings are correct. Here's mine:
Server - imap.gmail.com
port - 993
user name - full email address
connection security - SSL/TLS
Authentication method - Normal password
Outgoing server - smtp.gmail.com
port - 587
user name - full email address
connection security - STARTTLS
