About 17 years ago, someone developed an Unwrap plugin for Eudora.  This
would remove line breaks EXCEPT where a blank line separated two
paragraphs.  Given how long ago this was, the plugin was intended only
for plain-text, not HTML.

Perhaps someone might develop a Thunderbird-SeaMonkey plugin.
