Initially had trouble getting the site to respond, but once it did, it
looked fine. I don't know what the designer intended, mind you.
So your "does not render" could actually be "does not load" because the
server is not as responsive as it should be.
The W3C validator said:

Result: 31 Errors, 8 warning(s)
I let it detect the doctype automatically, which presumably means it
looked at the document's own declaration and took it at its word.
