For me, weird font sizes in mail are most often due to Seamonkey's
dozens of different settings in "Preferences > Fonts", namely "Fonts
for:" { Western, Central European, ...., Unicode, User defined }. When
people send you mail encoded in unusual charsets, SeaMonkey will use the
settings corresponding to that charset, which often have not been set as
desired.
Check the charset of the mail in the mail header "Content-Type:", and
check that you have set the "Preferences > Fonts > Fonts for:" settings
for that charset. At least, set the fonts for Western, Unicode, and the
charset that you have specified as default in "Preferences > Mail &
Newsgroups > Character Encoding > Message Display > Default Character
Encoding:". (BTW, you should set that to "Western (ISO-8859-1)" to be
strictly standards-compliant.)
