There is one very obvious reason why some might choose to do that :
finance.  The full product is not cheap, and later versions are
more expensive than earlier; some may have bought the full product
at (say) V5, be unable to afford to upgrade, yet still want (or
even need) functionality and/or security that is offered by
the later reader yet not by the earlier full product.
