I see the page, not the error. Did you try clearing your browser cache?
Sometimes a glitch is "remembered" even after it is gone.

Geoff, you are apparently using SM 2.0.14 and the OP is having probs
with SM 2.18!!
I am also using SM 2.18 (B1) and get the 403 error with the "... sort
of..." stuff as well!
