SeaMonkey is not "neglected, abandoned, undeveloped and unsupported,"
though of course if you sample enough people you'll find some who
disagree with some of the choices made by the developers.
As a professional translator, I routinely use SeaMonkey to send and
receive mail containing non-English characters, often using non-Western
writing systems, and generally have very little trouble with it. I
subscribe to fora on which other members post in all European languages
(including Norwegian), as well as Chinese, Japanese, Korean, Russian,
Ukrainian, and many other languages, and I'm very satisfied with its
performance. I can't speak intelligently about its performance with
Arabic, Farsi, Indic, or Southeast Asian languages, but those don't seem
to be your problem.
Can you see these?

o-grave, a-circumflex, and o-circumflex)

How about these from Danish?

hunden gør (det) ("the dog does (it)")

I left Mozilla and SeaMonkey because I simply had no choice. Now I want
to make a come back,because, again, I have no choice.
But...One condition only: SeaMonkey must be good, and I mean really damn
good!!!
I'm here, sticking with SeaMonkey, because I think it is "really damn
good!" In my experience, this forum is very helpful and is frequented by
experts including developers, so if you can be more specific about your
font/encoding issue, you /will/ get help.
