It may be old, but it was certainly an official build:

and if you read the release notes for (the next SM) 2.14:
http://www.seamonkey-project.org/releases/seamonkey2.14/
you would see that "OS X 10.6 is now the minimum supported Mac version."
so if someone doesn't have OS X 10.6 they are stuck at 2.13.2
which is exactly what the OP said to begin with.
