Does the Flash plug-in bypass SeaMonkey's disabling of it?

I have disabled the Flash plug-in (in the configuration page at
about:addons), and when I go to a page like
http://www.youtube.com/watch?v=CRW2poUfJ34, SeaMonkey first says

    This plugin is disabled
       Manage plugins

but then a second later the video starts playing anyway.

Thanks,
Daniel

I don't have Flash installed at all.
Browsing Youtube (for instance) I frequently get the message that I need Flash, about 60% of the time the video plays anyway. Before html5 I did not even bother going there because nothing would play.
Philip Taylor is right.
