is there something going on with the mozilla.org servers that would

It's not the servers, it's a bug
https://bugzilla.mozilla.org/show_bug.cgi?id=727414
Where we can use a work-around:
Under about:config put ui.use_activity_cursor false

this fix still works in Seamonkey 2.11

this bug has reappeared in 2.19... and the same fix still works...
