The Preserve Download Modification Timestamp extension is broken in
SeaMonkey 2.20.  Not even the beta 2013.05.11.19b works anymore.

At first, I thought this was because of the implementation of bug #bug
#825588.  See <https://bugzilla.mozilla.org/show_bug.cgi?id=825588>.
However, that implementation is not expected in any end-user releases
for more than 4 months from now.

I really want downloaded files to keep their last-modified date from
their source, the same as happens with an FTP download and the same as
happens when I cut-and-paste to move a file in Windows.  See bug #733954
