The problem seems to be at Google+.

Enabling "Advertise Firefox compatibility" gives the UA string
        Mozilla/5.0 (Windows NT 5.1; rv:23.0) Gecko/20100101
                Firefox/23.0 SeaMonkey/2.20

Spoofing plain Firefox/23 via PrefBar gives the UA string
        Mozilla/5.0 (Windows NT 6.1; rv:23.0) Gecko/20100101
                Firefox/23.0

Neither of those work for accessing Google+. Can anyone who is actually
using Firefox/23 access Google+?

What exactly does "doesn't work" mean?

When I went to plus.google.com, the page displayed correctly and invited me to sign in with a Google account. I did, and once again the page displayed correctly and invited me to proceed with their networking features. I'm not interested, so I logged out.
