I just now tried it after erasing ALL cookies.  (Fortunately, my
cookies.sqlite file is marked read-only.)  I spoofed Firefox/23 for
Windows, enabled Flash (disabled the FlashBlock extension), and set the
preference for all images.

I get the ad for USAA Insurance but not the newscast.
