An update: I have a good supply of backups, back a couple months weekly. so I went back to my 5 July backup of ljkcbwxt, which contained a lot of the carryover Seamonkey stuff, and restored it. Viola, I have my bookmarks and Local folders back. If my Local Folders got
corrupted in the transaction,, I have a current backup of them as well.

In the past several days, I have had some annoying, serious, problems with SM
2.19. The problems carry over to at least SM 2.17 and apparently to SM
2.20beta.
I have lost access to my bookmarks and the suggested fix does not work. Then
today my Local Folder list vanished; all I have displayed is my current inbox.
A restore after uninstall of 2.19 of 2.19 and later of 2.17 did not restore
either one of the missing items. I can still move an article to one of my
folders, even though I can't access it after I put it there. My Seamonkey main
page shows a date in March, indicating that it is probably 2.17, even though I
have loaded and installed SM 2.19.
I have tried to be sure that I am registered as a member. I looked at my
registration. It shows my login id as [email protected]. I can't send anything
logged in as that, since my main login is [email protected], and it has a
different password.
