Yes, that is what I see.  But I want to know if there is some way not
to get the prompt and just get the Web page.

I refer you to the answer I gave a few hours ago:

AFAIK you can't just whitelist an app [that is] on the blocklist;
you can only approve [it] on a case-by-case basis. This is for your
protection.

If someone else knows better, please speak up.
