I will repeat and rephrase the answer I gave some moments ago:

If your previous browser window (before you closed it) was full-screen, then Ctrl-N will produce another full window. This is a Windows feature, not a SeaMonkey feature.

So if that's what you want, get in the habit of maximizing the browser window before closing it.
