What Philip is trying to tell you, Connie, is that, if you click on the about:config and accept the warning, then enter the "mail.accountmanager.accounts" in the filter line, you might see a line that looks like mail.accountmanager.accounts; user set string account1,account4,account7,account2,account9.

and by changing the order of the accounts, you can change the order in which they (both your mail accounts, your Local Folders account and then your News accounts) are displayed.

May be worthwhile saving a copy of your prefs.js file before making any adjustments, you know, just in case .....!
