While the program is open, nothing happens until you tell it to send unsent messages (from a Mail/News window: File | Send Unsent Messages).

If you terminate the program, nothing can possibly happen. But when you relaunch it, SM will notice that unsent messages are present and ask if you want to send them. If you say yes, it does so, with the date/time stamp created when the message was saved to that folder. If you say no, it goes on about its business and will not ask again until your next relaunch.

Note: This is not an add-on, it's an integral part of the SM program. You can't remove it or update it separately, and there's no separate version info.
