Ray I see you are still using SM 2.17. I observed similar problems which SM 2.21 solved. See the thread titled "problems displaying accented characters in mail with recent SM versions" dated 2013-08-09 You actually contributed to that thread already, and I confirmed v2.21 (alpha at the time) solved the issue. It has since been released.
