Generally, you cannot manipulate the text on a Web page, including highlightibng. I don't know of any browser that allows this. Note that a PDF file downloaded from a Web server is NOT a Web page even when it is displayed in a browser. The ability to highlight text on a PDF file is a function of Adobe Reader or whatever application you are using to view the PDF file. If you are doing this in a browser, it is actually being done by the plugin provided by Adobe Reader or other application, not by the browser.
