I can think of two hard ways, no easy one...

Method 1:

Compose your message, choose "send later." It appears in the "Unsent Messages" folder.

Close SeaMonkey, use a text editor to delete the unwanted line from the "Unsent Messages" file in your profile folder. Save.

Restart SM and accept its offer deliver the message.

Method 2:

Use CTRL-R or equivalent to create a reply. Select and copy the quoted material you want to include. Close the reply without sending.

Compose a fresh message, paste the copied material. Rewrap if desired. Add recipients, subject, etc. Send normally.
