Create a new profile(Tools==>Switch Profile) and check whether you get
the right wizard
This is a old issue, but I can not find it at mozillazine, that occurs
when you have a news account; so, if you remove your news account
(select it, right click, settings, remove account), then you will see
the "New Account Wizard" not the "Account Wizard" when you are triying
to create a new mail account (or blogs & news feeds, Unix Mail Spool, or
Newsgroup account)
Once create the new mail account, you will need to subscribe to your
news account delete before, and review their setting acoount/s.
