As the others have said, Composer is a no-longer-supported part of SeaMonkey. Do NOT expect it to work well nor to have it updated. It won't be.

You need to move into the 20th century. Well, okay, the 21st century even.

Get a stand-alone FTP program. There are free ones (mentioned in other answers.) Learn to use it.

And, unless your use of Composer is anything more than very casual and just for you, you'd better go buy a good book on HTML and CSS and start learning. Your use of Composer is rooted in mid-1990's Web development. It won't cut it today.

Frankly, I wish Composer would be stripped out of SeaMonkey. It's an abommination that should be banished from the earth.

All it does is cause problems.

Did you not feel that it is there to permit to compose a mail in an html format. I know that this composer is old, but, when i compose a VERY SIMPLE web page, it's wonderful.
