I've been trying to determine whether Seamonkey (2.25) can block
plugins for specific sites without Add-Ons.

I followed the "recipe" listed here to add Run Plugins permission for a
specific domain:
http://kb.mozillazine.org/Data_Manager#Adding_permissions_for_a_site
... but when I set it to "block" and reload the web page plugins still
load, even when the cache is flushed.

Does SM currently enforce the Run Plugins permission per domain?
I'm aware of several other ways to do this, but I'm experimenting to
see how far I can stretch built-in per-site restrictions.

SeaMonkey is still controlling plugins per item, not per site. It puts a placeholder over the plugin frame with an icon you can click to load and play the item.
