Don't know what a "popstate" folder is, but if you installed any new
extensions lately try restarting SeaMonkey in safe mode.

Thanks! Now I know what popstate.dat is, but I still don't have popstate
folders popping up in my main email menus of any of my email apps, like
the OP.
