With SeaMonkey and FireFox we cannot navigate vertically with a vertical
bar, but we can do it with the up/down key or page Up/Down
With IE11.0 NO WAY for vertically nagivation - Completely unusuable :-)

Obviously, the problem is with the Web page and not with SeaMonkey.
although I always wholeheartedly agree with a statement like that, in
this case, the page seems perfectly fine here.
scrolls up and down normally too.
