I think you have found it. Francois replied to utf-8 with iso-8859-15, but did not convert the utf-8 chars to iso-8859-15. If you select his message and then choose unicode under View->Character Encoding, the chars are correct again. So, Francois has forced his SM to ignore the character encoding in the header of the message and treat it as iso-8859-15.
