SeaMonkey knows quite well that EML is a mail file; forwarded mail as an
attachment is in EML format. It appears simply that one cannot open
files from the command line in the mail component. Although SM takes
files on the command line, setting the -mail switch does not open the
EML file, it just opens the Mail window.

Just as a test, on my *Linux* SeaMonkey Mail & Newsgroup screen, I selected File->Open File... and pointed to an .eml file on one of my Win7 drives and it opened in what looked sort of like a second Mail & Newsgroups screen except it didn't have the Accounts or Threads Panes.

Is this what the OP was after??
